AI Contract Overview
The Department of Veterans Affairs is seeking to lease approximately 23,062 Net Usable Square Feet, equivalent to 27,647 ANSI/BOMA Occupant Area and 31,134 Rentable Square Feet, in Dubois, Pennsylvania, for a new Community Based Outpatient Clinic. There is no incumbent lessor, and proposals may include either existing buildings that can be renovated or new construction designed to meet full VA specifications. The lease term is 15 years, structured as 10 years firm and 5 years soft, with a proposed commencement date on or about November 8. All proposals must comply with extensive technical, security, and environmental standards, including adherence to the Architectural Barriers Act, Americans with Disabilities Act, and federal requirements regarding asbestos management and abatement. Offerors must provide detailed construction schedules for new builds, ensuring alignment with government occupancy timelines, and must demonstrate compliance with fire protection, life safety, and accessibility standards prior to acceptance, which is contingent upon receipt of a local occupancy permit and formal government approval. Proposals must be submitted in three distinct electronic volumes under strict formatting rules and must include completed GSA forms—GSA Form 1364 for gross lease rates, GSA Form 1217 for annual cost statements, Tenant Improvement Cost Summary, and unit price lists for both general and security-related items. Pricing will be evaluated based on total lifecycle costs, including shell rent, operating expenses, tenant improvements, and other lease-related charges, with a requirement that all prices be fair and reasonable. Technical factors—including location, building design, lessor capability, project management, and lease administration—along with past performance, are each weighted approximately equally and combined to be of equal importance to price. Award will be made via a best value tradeoff process, where proposals must pass mandatory acceptability gates in all evaluation areas to remain eligible. Offerors must be registered in SAM, complete all required certifications, disclose socio-economic status, and submit a small business subcontracting plan if classified as a large business under NAICS code 531120. All submissions must be emailed to Rachael Hallock by the deadline, with no phone inquiries accepted, and only individually labeled files will be considered. Security requirements are governed by Federal Security Level standards, with additional costs for security upgrades paid as a lump sum under tenant improvements, and no charge for existing features. Energy efficiency is mandatory, requiring the building to hold a current ENERGY STAR® label unless exempted
