The requirement is for a total of 360 parking spaces—180 spaces, including 100 gravel and 80 paved spots—to serve VA employees, veterans, contractors, and visitors. The lease term is five years, with a firm commitment of three years and an optional two-year extension. The leased spaces must be accessible by October 1, 2020. The contract specifically invites Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) to submit Capabilities Statements, provided they are registered in the VA’s Vendor Information Pages and demonstrate relevant experience, financial capacity, and compliance with NAICS Code 531120. Interested firms must describe their ability to provide and manage suitable leased parking spaces, along with details such as security and lighting. Submissions must be delivered by a specified deadline, and brokers’ fees will not be covered by the VA, which is legally restricted to paying no more than the appraised fair market rental value.
