XCEL General Contracting, Inc. — UT - Region 5 - Roofing / Waterproofing

This Indefinite Delivery-Indefinite Quantity (IDIQ) construction contract is an agreement between Sourcewell and XCEL General Contracting, Inc. for roofing and weatherproofing services in Region 5 of Utah. Effective June 23, 2025, the contract has an initial term of two years with options for up to three additional one-year extensions, potentially totaling five years. The scope of work includes all labor, materials, and equipment necessary for the construction, repair, alteration, modernization, or renovation of buildings and real property for government and education agencies. The program is managed with support from The Gordian Group, Inc., and while the estimated annual value for the broader IDIQ program is approximately 2 million dollars, there is no guaranteed work volume. The contract was awarded based on a best-value trade-off methodology, evaluating proposals on a 1,000-point scale across price, management plan, past performance, project team credentials, and value-add factors. Technical merit and quality were weighted more heavily than price, which accounted for 40 percent of the total score. Performance is governed by CSI MasterFormat technical specifications, and inspections and acceptance occur at the project site. Invoicing and payment applications are managed through a web-based project management software platform, with administrative fees remitted to Gordian.
