The Department of Veterans Affairs (VA), Office of Construction and Facilities Management have Solicitation Number RFP VA-101-09-RP-0105 for construction services at the Calverton National Cemetery, Calverton, New York. This procurement is unrestricted. The Construction Firm must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. Information Regarding Subcontracting Goals: 28.7% Small Business 10% Veteran-Owned Small Business 7% Service-Disabled Veteran-Owned Small Business 5% Small Disadvantaged Business 5% Women-Owned Small Business 3% HUBZone Small Business The contractor shall provide construction services for the development of general construction, grading of +/-89.6 acres, construct +/-8,344 linear feet of new roads, concrete sidewalks, drainage, mechanical and electrical work, and irrigation systems, entrance improvements, new control booth at committal shelters, preparation of gravesites and installation of 33,000 double depth pre-placed crypts, of which will be the preparation of gravesites and installation of 297 triple depth pre-placed crypts, preparation and installation of 298 double depth oversize pre-placed crypts, the preparation and installation of 999 in-ground cremation burial plots, construction of 4,836 columbarium niches, temporary roads, temporary structures to maintain cemetery operations, signage, site furnishings, fencing, guiderail, landscaping, administration building improvements, maintenance building improvements, milling, repair and paving of existing roadways. The estimated cost for this project is between $20,000,000 and $50,000,000. The approximate Construction Duration will be 730 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The Construction Company must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about June 8, 2009. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR, have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-proposal conference will be held on June 16, 2009, at 9:00AM Eastern time at the American Legion in Riverhead, 89 Hubbard Avenue, Riverhead, New York 11901. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than June 18, 2009, at 4:30 pm Eastern time. The government will respond to all questions not later than June 22, 2009, via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15.
