The Department of Veterans Affairs’ Office of Construction and Facilities Management is planning a Two-Phase Design-Build project to expand the Jacksonville National Cemetery in Florida. This project, restricted to Service Disabled Veteran-Owned Small Businesses, involves expanding burial capacity by developing approximately 30 acres of previously undeveloped land to provide around 20,200 interment sites, including casket, oversized traditional, garden niche, terrace, and columbarium niches. The work will also include updating the cemetery’s master plan to guide phased development of the remaining 30-acre parcel within a larger 435-acre undeveloped area. Besides gravesite preparation, construction will encompass infrastructure improvements such as memorial walls, ossuaries, walkways, access roads, parking, utilities, signage, landscaping, drainage, and irrigation, as well as upgrades to administrative, maintenance, and historic buildings with an emphasis on green building practices and renewable energy initiatives. The project will be executed under a design-build contract that mandates full design services, including master planning, schematic and detailed designs, construction documents, commissioning, and LEED certification. An Early Turnover phase requires completion and acceptance of about 1,200 crypt sites within 730 calendar days from the Notice to Proceed, with total project duration estimated at 1,440 calendar days. The anticipated project value ranges from $20 million to $50 million and falls under NAICS code 237990 for heavy and civil engineering construction. The solicitation was planned for release in March 2017, with stipulations requiring offerors to be registered in appropriate federal and veteran business systems and to comply with Federal Acquisition Regulations. The acquisition will proceed under two-phase selection procedures, with proposals optionally including Project Labor Agreements that will not affect evaluation scoring.
