Y--MRG LSARI PROJECT DESIGN-BUILD CONTRACT

The Middle Rio Grande Lower San Acacia Reach Improvements Project is a design-build initiative led by the Department of the Interior’s Upper Colorado Regional Office to enhance water conveyance to Elephant Butte Reservoir, improve sediment management, stabilize the river channel, expand floodplain inundation, and restore critical habitat for endangered species. The project is structured in three distinct phases: design, construction, and post-construction services. Phase One involves comprehensive engineering, topographic and geotechnical data collection, environmental and cultural compliance, permitting, and development of the construction price and schedule. Phase Two entails the physical construction of approximately 15 miles of new river channel alignment, including major earthwork, excavation, channel shaping, installation of riprap and a flow control structure, construction of temporary and permanent access roads, and management of water diversion during construction. Phase Three includes acceptance testing, training for Bureau of Reclamation staff, completion of as-built documentation, and 36-month revegetation monitoring. The project must maintain uninterrupted water flow through the Rio Grande and Low Flow Conveyance Channel throughout all phases. All work must adhere to strict environmental, cultural, and safety regulations, including compliance with NEPA, NHPA, ESA, OSHA standards, ADA/ABA accessibility guidelines, and Section 508 for digital accessibility. Contractors must coordinate with multiple federal and state agencies for permits including Section 404, 401, and 408 reviews, and submit a site-specific safety program aligned with Reclamation Safety and Health Standards. The procurement is currently underway as a Sources Sought Notice with a submission deadline of July 2, 2026, and is being managed through SAM.gov under solicitation number 140R4026R0019. Offerors must be registered in SAM.gov and provide their Unique Entity Identifier, business classification, and bonding capabilities. Proposal submission must include an experience statement detailing past performance as a prime contractor on similar projects, with descriptions of three to five relevant projects including size, scope, contract value, and percentage of work performed, but no pricing is required at this stage. Pricing will be requested in a subsequent RFP phase. The contract will be awarded based on best value, combining technical merit and price, with technical acceptability being a mandatory gate—failure to meet submission requirements will result in disqualification.
