Y--Puerto Rico National Cemetery Cemetery Improvements and Gravesite Expansion

The Department of Veterans Affairs (VA), Office of Construction and Facilities Management have Solicitation Number RFP VA-101-10-RP-0037 for construction services at the VA Puerto Rico National Cemetery (Avenida Cemeterio Nacional) located in Bayamon, Puerto Rico. This procurement is unrestricted, full and open competition. The construction firm must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The contractor shall furnish all labor and materials to completely prepare the site for cemetery operations, including all general construction, building demolition, clearing and grubbing, alterations, roads, paving, walks, site furnishings, signage, grading, drainage, irrigation, mechanical and electrical work, earthwork, landscaping, utility systems, 6,948 double-depth concrete crypts, 370 in ground cremains, 2,910 columbaria niches, two committal service shelters , renovation of existing administration building, new public information center, new maintenance complex for Gravesite Expansion and Cemetery Improvements at Puerto Rico National Cemetery, Bayamon, Puerto Rico. The estimated cost for this project is between $20,000,000 and $50,000,000. The approximate Construction Duration will be 630 calendar days. Of those 630 days, the contractor must complete an early turnover of Section Q providing 932 pre-placed double depth concrete crypt grave sites within 180 days from the Notice to Proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The Construction Company must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about January 21, 2010. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on February 4, 2010 at 9:00AM Atlantic Standard Time at the COLEGIO DE ARQUITECTOS Y ARQUITECTOS PAISAJISTAS, DE PUERTO RICO, 225 DEL PARQUE STREET, SANTURCE, PUERTO RICO 00912. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer no later than February 9, 2010 at 4:00PM Eastern time. The government will respond to all questions not later than February 12, 2010 via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15.
