The Franklin R Sousley Campus, 2250 Leestown Rd, Lexington, KY 40511 has a requirement for Project 596-4-1 Boiler replacement. The Contractor shall furnish all labor, supervision, equipment and material for replacement of high efficiency stainless steel condensing hot water boilers in buildings 1, 2, 3, 4, 16 ,25, 28, 201 and 202 (201 and 202 must be propane dual fuel capable) along with necessary ancillary equipment, contractor is to dispose of or recycle all waste, spoils, or excess. At no time between September 1 and May 1 can any building s hot water heating loop remain out of service for more than 4 consecutive hours. All work performed shall be conducted in accordance with all applicable state and federal laws, regulations, codes, VA policies/regulations, specifications, drawings and the SOW.

This requirement will be procured per Revolutionary Federal Acquisition Regulation (RFO) Overhaul Part 15, as a Lowest Price Technically Acceptable (LPTA) source selection process. The evaluation factors and sub-factors under consideration for this requirement will be available upon the solicitation release, which is anticipated to be on or by 04 August 2026.
This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). To be considered for award, Contractors must be registered and certified by SBA DSBS and registered in the System For Award Management (SAM) database. All offerors are urged to contact the SBA DSBS (https://dsbs.sba.gov/search/dsp_dsbs.cfm) and submit the required documents to obtain verification of their SDVOSB status if they have not already done so.
In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to any award being made.
