The Department of Veterans Affairs’ Office of Construction and Facilities Management in Washington, DC, is conducting a survey regarding the potential use of a Project Labor Agreement (PLA) for the San Diego-based Miramar National Cemetery Phase 2 construction project, identified by solicitation number 36C10F21Q0027. A PLA is a pre-hire collective bargaining agreement with labor organizations that sets employment terms for a specific construction project, intended to promote efficiency, labor-management stability, and compliance with safety, employment, and labor standards. The VA, under Federal Acquisition Regulation (FAR) policy, encourages agencies to consider PLAs for large-scale construction projects to enhance economy and efficiency in federal procurement practices. The survey requests contractors to complete a questionnaire addressing their familiarity with PLAs, willingness to submit proposals under PLA requirements, anticipated cost impacts, potential competition restrictions, and expected subcontractor resistance. Respondents are also asked to provide company information and submit their responses via email within seven days from the announcement date. This engagement helps the VA determine whether requiring a PLA for this construction solicitation would be appropriate and beneficial, ensuring alignment with legal requirements and the agency’s procurement goals. The designated contact for the survey is Contracting Officer Elizabeth Monohan.
