This unrestricted solicitation seeks environmental remediation services for contaminated sites primarily at Navy and Marine Corps installations. The project is divided into two separate areas of responsibility: the Southern Division and the Atlantic Division. Each region will be awarded a separate Cost-Plus-Award-Fee Indefinite Delivery/Indefinite Quantity contract, with estimated ceilings of 110 million dollars for the Southern Division and 125 million dollars for the Atlantic Division. The scope of work involves the cleanup of various media regulated under RCRA, CERCLA, and TSCA, addressing contaminants such as solvents, metals, PCBs, and ordnance explosives across soils, groundwater, and man-made structures. The procurement follows a two-phase negotiated acquisition process to determine the best value. Phase I evaluates offerors based on past performance, financial systems, key personnel capability, and small business commitment to narrow the field to three firms per contract. Phase II focuses on management and technical approach, small business participation, and cost. Contracts are structured for an initial one-year term with four optional one-year extensions. Large businesses are required to submit a subcontracting plan, and all participants must be registered in the Contractor Central Registration.
