The General Services Administration Public Building Service (PBS) initiated a Streamlined Competition under OMB Circular A-76 to evaluate mechanical maintenance commercial activity services at various PBS field offices and border stations within the Rocky Mountain Region. The competition, certified by the Competitive Sourcing Official, Agency Tender Official, and Contracting Officer, resulted in a decision to keep services in-house at locations including Aberdeen, SD; Billings, MT; Butte, MT; Piegan, MT; and Bismarck, ND, affecting a total of five full-time equivalents (FTEs). Conversely, it was determined to be more cost-effective to outsource the maintenance work by contract at Casper and Cheyenne, WY, as well as Fargo, ND, affecting a total of seven FTEs. This decision reflects the agency’s aim to optimize operational efficiency and cost management for mechanical maintenance services across these regional facilities. The contract is managed by the PBS R8 Acquisition Management Division based in Lakewood, Colorado, under solicitation number GS-08P-05-JCC-xxx1 with a focus on NAICS code 811310 for commercial maintenance services. The selection is final and not subject to contestation under the guidelines set forth by the May 29, 2003 OMB Circular A-76. Contact for the contract matters is Contracting Officer Dannie B. Crowder, ensuring oversight and compliance with federal procurement regulations.
