The Navy Facilities Engineering Command (NAVFAC) Washington is conducting market research as a preliminary step under OMB Circular A-76 and FAR Part 10 to explore options for commercial support services related to Base Support Vehicles and Equipment (BSVE) and Facility Sustainment (FS). This effort is not a solicitation but aims to gather industry input to identify appropriate scopes and business units for commercial functions, determine relevant NAICS codes, and assess the availability of qualified sources, including small businesses, for potential future competitions. The scope involves a variety of operational functions such as transportation services, engineer equipment handling, fuel delivery, dispatch, vehicle and equipment maintenance, and facility maintenance across multiple Navy installations in the Washington DC area, Maryland, and Virginia. Market research will be conducted primarily through informal internet inquiries and a detailed questionnaire distributed to interested parties, supplemented by telephone interviews and discussions with potential commercial sources and experts. The information collected will remain protected and used solely to inform government decisions on whether and how to proceed with competitive sourcing; it will not be used in later proposal evaluations. Interested sources are requested to submit their completed questionnaires by 3:00 PM EST on April 30, 2007, to the designated Contract Specialist, Vera M. Grainger. Participation is voluntary and unpaid, and no contract will result directly from this research; however, future solicitations may issue based on the findings.
