Defense Personnel and Family Support Center (DPFSC) Federal Voting Assistance Program (FVAP) ZIP+4 Codes for FVAP.GOV Online Assistant Statement of Work (SOW) 1.0 INTRODUCTION The Federal Voting Assistance Program (FVAP) requires ZIP+4 Code information that reflects information for Congressional, State House, and State Senate election districts. 2.0 BACKGROUND FVAP maintains a Federal Write-In Absentee Ballot (FWAB) online assistant that provides intuitive online support for completing the FWAB. Federal law requires this online assistant to furnish a listing of candidates for upcoming federal elections based on a user-specified address. Address information uses ZIP+4 data to yield correct district assignments. The FWAB online assistant is an integrated part of the FVAP Portal. The functionality of the online assistant relies on an external provider for candidate information assigned to Congressional Districts and States. The Portal relies upon an external provider to return listings of federal candidates as part of its business continuity planning. Although redistricting is largely complete for federal and state legislative seats, outstanding court challenges and external factors require continuous monitoring to maintain accurate information for federal Congressional boundaries. 3.0 SCOPE The Contractor will provide the personnel, management, and materials necessary to provide ZIP+4 Code datasets for all 50 States and the District of Columbia, as deemed appropriate based on actions taken by their respective state legislative/redistricting authorities. 4.0 REQUIREMENTS The Contractor shall: 4.1.
