Zone 4 Tank Rehabilitation Project (Phase 1)

The Zone 4 Tank Rehabilitation Project (Phase 1) is a City of Folsom initiative focused on the rehabilitation and operational improvement of two potable water storage tanks within the city's water distribution system. The project involves the Broadstone Tank, a 4.0 MG welded steel tank, and East Tank #1, a 3.0 MG welded steel tank. Scope of work for the Broadstone Tank includes rafters and cross bracing repair, installation of a blower and mixer system for Trihalomethane reduction, SCADA and electrical improvements, and coating spot repairs. Work for East Tank #1 focuses on the installation of a THM blower and mixer, control panel installation, and related electrical and SCADA modifications. The project is subject to strict operational constraints to ensure water availability. All tanks must remain in service during the high demand period from April 1 to October 15, with draining and offline modifications restricted to the low demand window between October 15 and April 15. A maximum of two tanks may be shut down at any one time, and the contractor must provide 14 days advance notice via a System Outage Request Form before draining any tank. All modifications must be tested and operational by April 15, 2026. The project is conducted under CEQA categorical exemptions and requires full compliance with State of California and City MS4 permit SWPPP and BMP requirements.
