Methane Analyzer and Eddy Covariance Equipment Purchase and Delivery

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change, is seeking bids for the procurement and delivery of a methane analyzer integrated into an eddy covariance instrument package designed to measure methane fluxes across landscapes. This equipment is essential for supporting the state's efforts to monitor and report greenhouse gas emissions, particularly from landfills, which are a significant source of methane. The project aligns with Section 75-0105 of the NYS Climate Law, requiring an annual statewide emissions report that incorporates the latest scientific methods, including direct field measurements to accurately quantify diffuse and point-source landfill emissions, which are challenging to estimate through traditional activity data alone. The contract, scheduled to commence in early January 2026 and extend through March 2027, is located in Albany, NY. Bidders must adhere to specific procurement guidelines, including restrictions on lobbying and permissible contacts. The solicitation emphasizes the importance of continuous, comprehensive measurements to capture emission fluctuations influenced by weather and operational changes at landfills. The deadline for responses is December 3, 2025, and interested parties are directed to contact designated department representatives for further information. This procurement does not prioritize service-disabled veteran-owned businesses and involves no previous awards of similar contracts within the past five years.
