JURY MANAGEMENT SOLUTION (JMS) SYSTEM

The Administrative Office of the U.S. Courts is seeking a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a commercial-off-the-shelf, web-based Jury Management System (JMS). This solution will replace a legacy system to support jury selection, management, tracking, and financial calculations across 94 federal district courts, including interfacing with the Momentum financial management system. The scope of work encompasses the full lifecycle of the system, including design, development, implementation, operations, and maintenance, with a requirement to maintain at least 99.9% system uptime. The contract is unrestricted and is not subject to the Federal Acquisition Regulation, following instead the Guide to Judiciary Policy, Volume 14. The contract structure includes a five-year base ordering period from December 1, 2026, to November 30, 2031, with a subsequent five-year ordering period and an option to extend services through May 31, 2037. Award will be based on a best-value trade-off methodology where non-price factors are significantly more important than price. Technical requirements emphasize high security standards, including compliance with NIST SP 800-137 and the NIST Risk Management Framework, alignment with Zero Trust Architecture, and adherence to CISA secure by design principles. Proposals must be submitted via email in three separate volumes: Business, Technical, and Price.

Cost Benefit Analysis – AI Use Cases

The Administrative Office of the United States Courts is conducting market research through a Request for Information to identify industry capabilities for performing cost-benefit analyses and strategic assessments of artificial intelligence use cases across the Judiciary. The primary objective is to gather data on commercial pricing models, customary business practices, and technical frameworks to inform a future acquisition strategy. The government is specifically seeking input on whether a Blanket Purchase Agreement, Indefinite Delivery/Indefinite Quantity contract, or other vehicle would be most effective, as well as preferences between Firm-Fixed-Price and Time-and-Materials pricing structures. The scope of work involves researching, analyzing, and prioritizing AI use cases through technical and financial assessments, including ROI analysis, total cost of ownership modeling, and the development of Use Case Assessment Reports. Key deliverables include a comprehensive report for executive management and potential proofs of concept to validate cost projections. While FedRAMP authorization is not explicitly required, solutions must align with the Judiciary Information Security Framework, FISMA, and NIST standards. The anticipated period of performance includes one base year, two option years, and a six-month extension. Responses to this RFI are due by September 4, 2026.

The federal Judiciary is preparing to procure treatment services and goods related to the Second Chance Act through Blanket Purchase Agreements to support federal defendants and individuals under supervision. These services, typically solicited during summer but possibly at any time during the year, will be offered across the United States and its territories, including Alaska, Hawaii, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Treatment services may encompass urine collection, various counseling types including mental health and substance use, physical exams, detoxification, medication management, residential treatment, and transportation. The Second Chance Act goods and services could include cognitive behavioral therapy, child care, medical services, computer hardware/software, identification assistance, tools and licensure for employment, transportation, transitional housing, domestic violence intervention, job training, and similar offerings. Interested providers must monitor solicitations closely, respond by specified deadlines, and demonstrate their capability to deliver services through qualified professionals. Pricing must be competitive, matching or undercutting the provider’s most favored customer rates for comparable services and conditions. Vendors wishing to learn more or be notified about upcoming solicitations should contact the Chief Probation or Pretrial Services Officer in their district or reach out via the provided email address. The contracting office is the Aousc-procurement Management Division based in Washington, DC, with primary communication handled through designated contacts. This pre-solicitation notice serves to inform potential providers that proposals are not currently being accepted and to prepare for future formal solicitations.
