Pyrotechnic Explosives

The Bureau of Alcohol, Tobacco, firearms and Explosives (ATF) is procuring specific pyrotechnic items to support the Advanced Explosives Disposal Techniques (AEDT) training program, requiring commercial fireworks classified as Hazard Class 1.3G for transportation and handling. The contract mandates exact item dimensions for 40mm Roman Candles, 100/150 Shot Variety Crossette Cakes, 3-inch and 4-inch Assorted Shells, and Electric Matches, as deviations would compromise operational safety, training consistency, and counter-charge effectiveness during disposal exercises. These specifications are non-negotiable and critical to compliance with established range limits and safe separation requirements. The solicitation is a single-award Firm-Fixed-Price contract with a Lowest Price, Technically Acceptable (LPTA) evaluation process, where technical acceptability serves as a binary pass/fail gate based on adherence to the RFQ’s requirements, and award will be determined solely by the lowest qualified price. The contract includes six CLINs covering all required pyrotechnic items and delivery services, with a required delivery date of 90 days from contract award. Place of performance is at the ATF National Center for Explosives Training and Research in Huntsville, Alabama. All vendors must maintain an active registration and current profile in the System for Award Management (SAM), submit quotes via email to designated ATF points of contact by June 15, 2026, and comply with all applicable Federal Acquisition Regulation clauses. The contract incorporates requirements for government property management, inspection under FAR 52.246-2, and strict information security protocols under FISMA, NIST, and DOJ standards, including mandatory compliance with privacy laws, encryption of sensitive personally identifiable information, and flow-down of security obligations to subcontractors. Contractors must also adhere to DOJ-specific policies, including signing Non-Disclosure Agreements and IT Rules of Behavior, undergoing annual privacy training, and submitting invoices electronically through the Treasury’s Invoice Processing Platform. Additionally, the contract enforces prohibitions on racially discriminatory DEI activities, restrictions on the use of ByteDance applications, and the requirement that all DOJ-owned information, product code, source code, and operational methods remain government property. Payment will be processed via electronic funds transfer, and no personally identifiable information may be stored in financial records without explicit authorization. The acquisition is unrestricted, uses NAICS code 32599, and includes standard clauses covering executive compensation
