Elsyda Sheldon

Elsyda Sheldon serves as Assistant Contract Manager at the New York State Energy Research and Development Authority (NYSERDA), supporting the agency’s mission to accelerate the transition to a clean, equitable, and resilient energy future. In this secondary contracting role, she assists in the administration and compliance oversight of procurement actions related to energy efficiency, renewable infrastructure, and building decarbonization initiatives. Her responsibilities include coordinating contract documentation, ensuring adherence to state and federal procurement regulations, and facilitating communication between program teams and vendors. She typically handles acquisitions in commercial construction and specialized manufacturing sectors aligned with NYSERDA’s strategic goals. Elsyda collaborates with a diverse array of contractors, primarily commercial and institutional builders and manufacturers of energy-efficient building systems and clean technology components. While no single contractor dominates her portfolio, she engages regularly with firms experienced in retrofitting existing infrastructure, installing heat pump systems, and producing advanced building materials. Her working relationships are characterized by a focus on technical compliance, performance-based deliverables, and timely contract modifications to support evolving project scopes. Elsyda’s procurement activities reflect NYSERDA’s strong commitment to open competition, with 100% of her supported acquisitions designated as non-set-aside. This approach prioritizes broad market access and technical merit over socioeconomic preferences, though she remains attentive to small business participation when it aligns with competitive bids and project requirements. Her contracting patterns demonstrate a preference for fair and transparent processes that reward innovation and proven capability, regardless of business size. Her primary procurement focus lies in NAICS 236220 (Commercial and Institutional Building Construction), where she supports retrofits, new construction, and energy system integrations in public and nonprofit facilities. She also engages with NAICS 339999 (All Other Miscellaneous Manufacturing) for specialized equipment such as advanced HVAC controls and distributed energy storage components. Her technical expertise centers on building envelope improvements, electrification of heating and cooling systems, and the integration of smart energy technologies into existing infrastructure.
