Zachariah maintains consistent working relationships with a core group of contractors including LEE GROVER CONSTRUCTION COMPANY, SFADIA INC, EASTERN SHAWNEE PROFESSIONAL SERVICES, LLC, and MCKENZIE CONSTRUCTION & SITE DEVELOPMENT LLC. These partnerships reflect a preference for established firms with proven expertise in military facility construction, site development, and specialized engineering services. His patterns demonstrate a balanced approach—favoring small business participation while maintaining flexibility for non-set-aside procurements when mission requirements demand specialized capabilities or scale. His technical focus centers on NAICS 236220 (Commercial and Institutional Building Construction), with significant activity in 721110 (Hotels and Motels) for billeting and transient lodging, and 541330 (Engineering Services) for infrastructure design.
