Contracting Officer

Michael Giaquinto serves as a primary Contracting Officer, where he is responsible for managing the procurement process and overseeing the acquisition of goods and services to support the agency's mission. In this role, he handles the administrative and legal requirements of the contracting lifecycle, ensuring that acquisitions are executed in accordance with federal procurement regulations. Regarding set-aside preferences, there is a significant emphasis on small business participation. The procurement patterns show a strong preference for Service-Disabled Veteran-Owned Small Business (SDVOSB) set-asides, which account for the vast majority of acquisitions, followed by a smaller percentage of open competitions with no set-aside restrictions and a minimal amount of Veteran set-asides. His procurement activity is heavily concentrated in the construction and professional services sectors. The primary focus is on Commercial and Institutional Building Construction, complemented by a significant volume of work in Other Heavy and Civil Engineering Construction.
