Waste to Low-Carbon Fuels Pilot and Demonstration

NYSERDA is seeking proposals under solicitation PON 6031 for the development and implementation of pilot-scale projects that convert various in-state waste streams—including landfill gas, wastewater sludge, agricultural residues, and point-source CO2—into low-carbon fuels. These projects aim to demonstrate viable pathways for producing clean fuels to decarbonize sectors that are difficult to electrify, such as aviation, maritime, industry, and power generation. The primary goal is to validate the technical and economic feasibility of waste-based fuel production, thereby fostering future investments and facilitating the scale-up of low-carbon fuel solutions across New York State. Although the proposing entity does not have to be based in New York, the pilot project site must be located within the state, and the entity must be authorized to operate there. Proposals must include a team with the necessary expertise and partnerships, including a technology provider with intellectual property access, an engineering, procurement, and construction (EPC) firm, a New York-based feedstock supplier, a host-site partner, and an offtake or end-use partner to support validation and testing of the produced fuels. Eligible projects must utilize qualified in-state waste feedstocks and generate approved low-carbon fuels as outlined in the solicitation. The deadline for submission is January 22, 2026, and the contract term will be determined. There are no set-asides or subcontracting goals related to minority, women, service-disabled veteran, or disadvantaged-owned business participation for this solicitation. The program covers all counties within New York State, offering an opportunity to advance innovative waste-to-fuel technologies with the potential for significant environmental impact.
