Derelict Vessel Removal Service Continuing Contract (Disaster)

The City of Fort Myers is soliciting proposals for a continuing contract for derelict vessel removal services to be utilized during disaster response scenarios, such as those following Hurricane Ian. The scope of work includes the removal, towing, lifting, transportation, and lawful disposal of various vessel types, including personal watercraft, airboats, barges, and floating docks. This comprehensive service extends to submerged or shoreline-deposited vessels and associated debris within a 300-foot radius. Contractors are required to maintain detailed records via Derelict Vessel Data Sheets and provide extensive date- and time-stamped photographic documentation of all removal stages and final disposal. Proposals must be submitted electronically via the OpenGov portal by November 10, 2026. Evaluation is based on a points system focusing on hurricane-related experience, technical capabilities for handling fragmented or leaking vessels, and the implementation of environmental Best Management Practices to protect mangroves, seagrass, and wildlife. Because the project may be funded by FEMA or FDEP, contractors must adhere to strict federal guidelines, including SAM.gov registration, the Davis-Bacon Act for construction services over 2,000 dollars, and the Contract Work Hours and Safety Standards Act for agreements exceeding 100,000 dollars. Mandatory requirements include valid business licenses for Lee County and the City of Fort Myers, as well as comprehensive insurance coverage.

John Yarbrough Linear Park (JYLP) Trail Construction from Colonial Blvd. to Hanson St. Rebid (Sun Trail 447515-1-54-01)

The City of Fort Myers is soliciting bids for the John Yarbrough Linear Park Phase IV Extension, a project involving the construction of a 1.83-mile, 12-foot-wide asphalt multi-use trail from Colonial Boulevard to Hanson Street. Key infrastructure includes a 912-foot multi-span heavy structural bridge with prestressed concrete beams and a 215-foot prefabricated steel truss span over Colonial Boulevard, as well as a 139-foot prefabricated steel truss bridge over the Ten Mile Canal. The project also encompasses grading, drainage, concrete sidewalks, canal armoring, and the removal of a sewer pump-out assembly. Due to the estimated cost exceeding 10 million dollars, the project is classified as Class B. A critical requirement of this contract is the sole-source procurement of bridge trusses from Contech Engineered Solutions, LLC. To ensure bidding consistency, the City has established set prices for the truss and aesthetic materials, requiring contractors to bid only on the installation costs for these items. The selected contractor will coordinate the final design and fabrication of the trusses and aesthetics post-award. Award will be granted to the responsive and responsible contractor with the lowest overall cost, based on an evaluation of financial capability, experience, and performance. The project must comply with FDOT standards, Buy America and BABA requirements, and Davis-Bacon minimum wage tables. Submissions are due electronically via the OpenGov portal by November 9, 2026.
