Intent to Sole Source

The Missile Defense Agency plans to award a sole source contract to Touchstone Consulting Group, Inc. for advisory and assistance services focusing on independent analysis of the agency’s organizational structures, communication, and internal business and management systems aimed at enhancing operational effectiveness. This contract is scheduled for award around March 1, 2009, and will feature a one-year base period with two additional six-month option periods. The purpose of this contract is to provide continuity as it transitions from an expiring contract to the Missile Defense Agency Engineering and Support Services (MIDAESS) Program. The acquisition will utilize NAICS code 541330, with a small business size standard of $4.5 million. The sole source award is justified by a formal Class Justification and Approval that supports issuing short-term contracts to incumbent AA&S contractors until the effort moves under the MIDAESS Program Office. There will be no competitive solicitation issued, and this notice serves only for future planning purposes. Responding to this notice will not be reimbursed by the government. Key points of contact for this contract include Contract Specialist Kevin Geary and Contracting Officer Penelope Russell. The contract’s place of performance is Washington, D.C., although the issuing office is located in Huntsville, Alabama.

Program Protection Security Services (PPSS)

The Missile Defense Agency is conducting market research to identify potential sources for the installation and maintenance of Intrusion Detection Systems, Access Control Systems, and Closed Circuit Television systems across multiple facilities. These locations include sites in Alabama, Colorado, and Alaska, specifically supporting approximately 6,000 personnel and 1,700 hardware components. The required systems must support high-security environments, including Sensitive Compartmented Information and Special Access Program facilities, and must comply with various Department of Defense and federal physical security regulations. Qualified providers must demonstrate recent experience with specific technologies such as DIAMOND II, AMAG, Hirsch Scramble System, and VICON. Personnel are required to be U.S. citizens with a Secret clearance at the time of award and possess factory training for the specified security systems. Interested parties must submit a capability statement and cover letter detailing their corporate strengths, relevant experience, and familiarity with federal security standards. This effort is categorized under NAICS 561621 and is being used to determine if the requirement can be set aside for small businesses.

N -- Intent to Award Sole Source - Facilities Relocation and Configuration Services

The Missile Defense Agency's Infrastructure and Environment Directorate plans to award a sole source task order contract to Heery International, Inc. for Facilities Relocation and Configuration Services. This contract, anticipated to begin around February 1, 2008, will be awarded using the General Services Administration Federal Supply Schedule and is expected to last twelve months with an additional six-month option. The contract aligns with NAICS code 541330. The sole source approach is due to ongoing internal reorganization efforts related to the Base Realignment and Closure Commission (BRAC), which necessitate an interim "bridge" contract to maintain continuity of services until a broader competitive procurement under the Missile Defense Agency Engineering and Support Services (MiDAESS) program is implemented. This procurement is intended to address immediate needs resulting from personnel relocations and internal re-engineering, ensuring uninterrupted support for the DOI Infrastructure and Environment Directorate. Although this notice is not a solicitation for competitive proposals, responses submitted by December 18, 2007, will be reviewed for planning purposes. Formal solicitation packages are not available, and the government reserves the right to proceed without competition. Interested parties are encouraged to monitor future announcements for competitive opportunities related to this work. Contracting personnel for this effort include Contract Specialist Maureen Hickey and Contracting Officer Penelope B. Russell, who are available for inquiries regarding this task order.

R -- Visual Information Production Center

The Missile Defense Agency plans to award a twelve-month, sole source contract to Computer Science Corporation for Visual Information Production Center and Director's Action Group Support Services. This contract, anticipated to be awarded around September 30, 2007, falls under NAICS code 541611. The decision to pursue a sole source contract is driven by ongoing internal re-engineering efforts within the agency, which will impact the VIPC and DAG requirements. Consequently, this contract is intended as an interim "bridge" arrangement until these support services can be included in the broader Missile Defense Agency Engineering and Support Services procurement. This notice is not a solicitation for competitive proposals, though responses submitted by August 21, 2007, 11 AM local time, will be reviewed for planning purposes related to a future competitive procurement. No formal solicitation package is issued, and the government reserves the right to determine whether or not to compete the action. Interested companies are encouraged to monitor federal business opportunities for updates. The government will not bear any costs incurred in preparing responses to this notice. The contracting officials for this effort are based in Huntsville, Alabama, with points of contact provided for further information.
