Robert Cortez

Cybersecurity, Compliance, and Quality Assurance Services

The USDA Rural Development Technology Office is seeking a qualified contractor to provide professional services for cybersecurity, compliance, and quality assurance within both on-premises and Salesforce environments. This requirement, managed by the Strategic Acquisition Division of the Department of Agriculture, involves the provision of specialized knowledge, staff support, and technical resources to maintain critical security and quality standards. The work is primarily performed in Chantilly, Virginia, under NAICS code 54151. Under solicitation 12SAD126F0011, a sole-source, firm-fixed-price task order has been justified for Koniag IT Systems, LLC for a period of ten months. This restrictive competition is based on unusual urgency to prevent a lapse in mission-critical services while the agency procures a broader enterprise-level cybersecurity contract. Robert Cortez serves as the primary point of contact for this effort.

Intent to Award and JFOC

The Department of Agriculture, through the Rural Development Strategic Acquisition Division, has issued an intent to award a sole source, firm-fixed-price Indefinite Delivery Indefinite Quantity contract to QFlow Systems LLC under solicitation 12SAD123D0005. This award is justified under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, as QFlow Systems LLC is the only responsible source capable of satisfying the agency's requirements. The contractor possesses the patented and proprietary software necessary to maintain and support the Electronic Customer File and Enterprise Content Management systems, both of which are critical custom systems used across various Rural Development programs and mission areas. The scope of the contract includes document management support, operations, licenses, and enhancements for the ECM and ECF systems. The agreement is structured with a 12-month base period and four optional 12-month extensions, providing for a total potential performance period of five years. Performance will be based in Saint Louis, Missouri, under NAICS code 541519. This action ensures the continuity of essential services following the expiration of the previous contract on June 30, 2023, protecting the government's significant investment in these specialized systems.

Xerox Printer Relocation - (Xerox)

The USDA Rural Development Strategic Acquisition Division intends to award a sole-source, firm-fixed-price contract to Xerox Corporation for the relocation of specialized printing equipment. This project involves the disconnection, relocation, reassembly, and testing of two leased Xerox Nuvera printers and two Tecneu roll feed equipment systems during a building move in Saint Louis, Missouri. The procurement is being conducted as a sole source under FAR Subpart 6.305 and FAR 6.302-1 because Xerox retains ownership of the leased equipment, and utilizing an alternative vendor would void existing warranties and increase operational risk. The estimated cost for these services is 35,336.00 dollars with a designated period of performance of 30 days. The contract is identified by solicitation number 12SAD123C0001 and falls under NAICS code 561499. Administrative oversight for this action is managed by the Department of Agriculture in Washington, DC, with Brad Miller and Robert Cortez serving as the primary points of contact.
