Remedial Investigation and Action at 16 AOCs at Annette Island, AK

The FAA requires engineering services for remedial investigation and remedial action activities at 16 areas of concern at the former FAA Station on Annette Island Reserve, Alaska. The project involves managing petroleum contamination, specifically the excavation and off-island disposal of contaminated peat layers. Contractors must provide a detailed work plan and utilize specific laboratory processes, including Silica Gel Cleanup, to ensure accurate analytical results and compliance with cleanup levels. Due to the location on the Annette Island Reserve, vendors must have a minimum of 10 years of experience with Metlakatla Indian Community regulations, policies, and permitting. All excavation backfill must be purchased from the community, and organic materials are prohibited from being brought to the island. Contractors should be prepared for significant vegetation overgrowth, limited telecommunications and GPS availability, and complex logistics regarding sample transportation. This is a total small business set-aside opportunity.

Yakutat Bldg 101 Removal Action

The FAA is seeking small business contractors to perform a Removal Action at Building 101 near Yakutat Airport in Alaska, targeting the excavation and disposal of up to 800 tons of petroleum-contaminated soil that exceeds cleanup standards. The contaminated soil is primarily found between four and eight feet below ground surface, with some areas extending to the surface or as deep as ten feet, requiring careful excavation to avoid damaging existing utilities including power, telephone, and fiber optic lines that border or run through the site. Groundwater is present at five to six feet below ground, necessitating strict moisture management to prevent water accumulation in transport and disposal containers. The work area includes a 6,500-square-foot laydown pad that must be removed and later restored, with multiple semi-mobile trailers on the pad requiring relocation during operations and reinstallation upon completion. All activities must occur during July and August 2026, when seasonal low water levels facilitate safer and more efficient remediation. Proposals are solicited under a total small business set-aside, with submissions required by May 18, 2026, and only active small businesses registered in SAM will be considered. Interested parties must provide company details, UEI number, point of contact information, and up to five pages of relevant project experience with supporting contract data. Responses must be sent to Sonia Holguin at FAA and labeled proprietary if applicable, with failure to include all requested information disqualifying submission from future solicitation rounds.

Woody Island and at the Kodiak ATCT Remedial Investigation

The FAA is seeking a qualified contractor to conduct a remedial investigation at the Kodiak ATCT and multiple locations on Woody Island, including the CT Site, Building 605, the Former Tank Farm and Pipeline Area, and the Former Communications and Housing Facility. The primary objective is to determine the severity and extent of soil and groundwater contamination. The scope of work includes soil screening, groundwater sampling, the installation and development of monitoring wells, and GPR surveys to locate buried debris and utilities. All activities must be overseen by a Qualified Environmental Professional and adhere to ADEC Field Sampling and Groundwater Sampling and Monitoring Wells Guidance. Due to the remote nature of the sites, the contractor must manage logistical challenges, as Woody Island and Kodiak are primarily accessible by boat and plane. Specific technical requirements include the use of direct read field instruments, silica gel cleanup for organic-rich soils, and the use of pressure transducers for tidal cycle data collection. This opportunity is set aside for SBA certified 8(a) program participants. Interested vendors must submit their company information, UEI number, and relevant experience to the designated point of contact by March 27, 2026.
