Analysis of Ruptured Aluminum Cylinder and Valve - Notice Of Intent To Sole Source

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) plans to issue a sole source firm-fixed price purchase order to WHA International, Inc. in Las Cruces, New Mexico for a forensic and metallurgical evaluation of a mixed flammable gas cylinder that exploded at a metalworking shop. This sole source award is justified under the authority of 41 U.S.C. 3304(a)(2) and the Federal Acquisition Regulation’s provision for unusual and compelling urgency (FAR 6.302-2). The urgency stems from the critical need to complete the tests quickly due to safety and security concerns affecting over 6,500 similar cylinders. The outcome of the evaluation is key to determining whether the explosion was caused by pre-existing defects or faulty valve components, which will directly influence PHMSA’s accident investigation and subsequent safety advisories. WHA International, Inc. was selected because of their proven experience and ability to deliver timely forensic and metallurgical analyses, which is essential given the potential risk to public safety. The testing falls under NAICS code 541380 for Testing Laboratories and is set aside as a Total Small Business Set-Aside under FAR 19.5. The government will issue the award approximately fifteen days after the notice date unless another organization demonstrates the capacity to meet the requirement. The contract will be performed in Las Cruces, New Mexico, and Stephen Jones is the primary point of contact for this procurement.
