Burley, ID BLM Office Space Lease

The Bureau of Land Management (BLM) is pursuing a noncompetitive lease extension for its Burley Field Office located at 15 East 200 South, Burley, Idaho. This action, conducted under FAR 6.302-1 and GSAM 570.405, is justified by a lack of suitable alternative office spaces in the local market, as confirmed by market research and a failed sources sought notice. The extension is intended to maintain operational continuity and avoid the high costs and disruptions of relocation while the agency secures funding and constructs a new federal facility. The proposed lease covers approximately 10,633 rentable square feet and 9,246 usable square feet, including 52 surface parking spaces. The agreement is structured as a five-year extension ending October 30, 2030, with a government option to terminate the lease after 36 months. The annual rental rate is set at $15.20 per rentable square foot, resulting in an estimated annual cost of $161,621.60 and a total three-year firm value of $484,864.80. Additional financial considerations include a tenant improvement allowance of $297,724 and estimated relocation costs of $26,582.50.

Klamath Falls, OR- BLM Office Space Lease

The Bureau of Land Management (BLM), under the Department of the Interior's National Operations Center, is pursuing a non-competitive lease extension for office and warehouse space located at 2795 Anderson Ave, Bldg. 25, Klamath Falls, Oregon. This sole-source action, identified by solicitation number L99PL00069, seeks a 60-month extension from July 1, 2025, through July 1, 2030. The extension is intended to ensure uninterrupted public service delivery and operational continuity while the General Services Administration (GSA) completes a new lease acquisition. The facility will consist of 27,271 usable square feet (USF) of contiguous space, comprising 14,211 USF of office space, 13,510 USF of warehouse space, and 18,076 square feet of warevard space. This represents a reduction of 4,550 USF from the current warehouse footprint. The award is justified under FAR 6.302-1 and GSAM 570.405 due to the lack of viable alternative facilities in the market and the high risk of operational disruption if the agency were to vacate. The lease rate has been determined to be fair and reasonable based on market survey data, and a previous public solicitation yielded no responsive offers.

General Office Space in Saint George, UT

The Department of the Interior's National Operations Center is seeking general office, warehouse, and wareyard space in St. George, Utah, to accommodate the Bureau of Land Management. This requirement arises because construction delays at a new facility have created a continuing need for space beyond the expiration of lease L99PL00042 on December 29, 2024. The government requires between 25,000 and 30,079 ABOA square feet of contiguous office space and a minimum of 76,262 square feet of wareyard, along with 135 parking spaces. The proposed lease term is eight months in total, consisting of a four-month firm term and a four-month option or non-firm term, with an estimated occupancy date of December 30, 2024. The government is open to alternative spaces within the St. George city limits if it is economically advantageous, taking into account relocation costs, tenant improvements, and potential service interruptions. Properties located in 100-year floodplains will not be considered, and all offered spaces must provide 24/7 access and comply with all federal, state, and local codes, including fire, life safety, and seismic protection. All utilities, services, and required tenant improvements must be included in the rental consideration. Subleases are not permitted, and the transaction will be conducted using a government standard lease document.

Hobbs New Mexico BLM office and related space

The Department of the Interior, through the National Operations Center, is seeking to secure real property for the Bureau of Land Management Hobbs Field Station located in Hobbs, New Mexico. The requirement specifies a total of 3,095 usable square feet of office quality space and 4,320 square feet of wareyard quality space. The desired space must be contiguous, located on the ground floor, and include adequate parking for both employees and visitors. While the initial solicitation outlined a three-year term with a one-year firm period, recent justifications support a sole-source five-year lease term extension under the Simplified Lease Acquisition Threshold due to a lack of viable market alternatives. The procurement process is governed by government standard lease documents and excludes the consideration of subleases. For relocation proposals, the government will evaluate the economic advantage by factoring in expenses such as tenant improvements and the removal and installation of furniture, phone, and data systems. This action is categorized under NAICS code 531110 for Lessors of Residential Buildings and Dwellings. Key points of contact for this requirement include Malia Hanula and Michael Schultz.

Reno, NV-Lease for BLM office and related space award

The Department of the Interior, through the National Operations Center, is seeking office and related space for the Bureau of Land Management Nevada State Office in Reno, Nevada. The requirement specifies a contiguous office space between 50,000 and 67,000 ABOA square feet within the city limits of Reno, excluding properties located in 100-year floodplains. The facility must provide 311 parking spaces, 24/7 access, and convenient vehicle access for both employees and the general public. All services, utilities, and tenant improvements are to be included in the rental consideration, and the building must comply with all Federal, GSA, State, and local codes, including fire, life safety, ABAAS, OSHA, and seismic protection. The government is evaluating whether to relocate or extend the existing lease, number L99PL00093, based on economic advantage and the availability of suitable alternative space. While the initial solicitation sought a 7-year firm term with occupancy by March 27, 2024, subsequent documentation indicates a justification for a lease extension of 57,042 USF for a 7-year period, consisting of 5 firm years, ending March 26, 2031. This extension is intended to prevent interruptions to agency functions and services due to a lack of other suitable alternative sites.

The Bureau of Land Management, under the Department of the Interior, sought to secure office, warehouse, and wareyard space in Moab, Utah, specifically regarding lease number L99PL00110. The requirement specified exactly 24,763 ABOA square feet within the city limits of Moab, with a preference for buildings on or eligible for the Historic Register. The site requirements included 24/7 access, safe vehicle ingress and egress, and a strict prohibition against locations within a 100 year floodplain. The intended lease structure consisted of a five year total term, featuring one firm year with an estimated occupancy date of May 1, 2018. Due to a lack of available alternative properties and the high costs associated with relocation, the agency utilized noncompetitive procedures and a sole source lease extension. This action was justified under GSAM 570.405, 41 USC 3304(a)(1), and FAR 6.302-1, as the current space was determined to be the only reasonable source to satisfy the agency's needs. The procurement process included an evaluation of potential relocation proposals based on economic advantage, accounting for tenant improvements, furniture, and data installation expenses.
