C--BGNDRF PIPING UPGRADES

Solicitation 140R4025R0017 is a Small Business Set-Aside request for proposal issued by the Bureau of Reclamation's Albuquerque Area Office for a design-build project at the Brackish Groundwater National Desalination Research Facility in Alamogordo, New Mexico. The project involves upgrading yard piping and flow measurement infrastructure, specifically focusing on the replacement of source, potable, and concentrate water piping, the installation of magnetic flow meters integrated with the existing SCADA system, and the implementation of temperature-controlled heat trace and insulation. The scope includes constructing concrete flow measurement vaults, modifying piping manifolds, and an optional component to locate and repair up to 500 feet of damaged pipeline. The procurement utilizes a Two-Phase Design-Build Selection Procedure per FAR 36.3. In Phase One, the government evaluates general technical approach, technical qualifications, project team organization, and past performance to shortlist the three most highly qualified firms. Phase Two involves a trade-off selection process where technical capacity is significantly more important than price. The period of performance is scheduled from January 8, 2027, to January 7, 2028, with 305 days allocated for construction, commissioning, and performance testing. Awardees must adhere to Reclamation Safety and Health Standards and provide design deliverables at 30, 60, 90, and 100 percent completion.
