Solicitation # 1f829fd0-4f36-4a90-a3b7-d05d41483223

The National Geospatial-Intelligence Agency is seeking prototype solutions under an Other Transaction Authority vehicle to develop edge-deployable computer vision capabilities for unclassified small unmanned aerial systems. The primary goal is to enable sustained tactical intelligence, surveillance, and reconnaissance operations in contested and austere environments where connectivity is limited. By focusing on object detection, tracking, and re-identification, the project aims to eliminate the current dependency on enterprise cloud infrastructure for model retraining, allowing warfighters to maintain continuous custody of objects of interest. The required solution must utilize low-shot learning approaches, enabling operators with minimal coding expertise to adapt models at the point of need using limited labeled data on size, weight, and power constrained hardware. Success will be measured by specific precision, recall, and F1 thresholds, as well as the ability to re-identify objects after a loss of custody. To ensure operational utility, the prototype must integrate with standard GEOINT data formats, REST API architectures, and tactical dissemination systems such as the TAK ecosystem.
