Naval Air Systems Command (NAVAIR) plans to negotiate and award a contract modification to Raytheon Company for Tomahawk Block IV Operational Test Launch (OTL) Flight Tests under the existing contract N00019-04-C-0569. The contract covers the conversion of a Tomahawk Block IV production unit into a test unit equipped with a Range Safety System (RSS), along with the necessary pre-test, test, and post-test support services. Raytheon, based in Tucson, Arizona, is uniquely qualified for this work due to its longstanding role as the sole developer, designer, and manufacturer of the Tomahawk Autonomous Underwater Vehicle since 1994. The company holds exclusive access to current configuration data, manufacturing details, and key system documents, making it the only capable source to conduct these flight tests within the required timeframe and without redundant costs. The solicitation, posted in July 2006 by NAVAIR at their Patuxent River office, identifies Raytheon as the only source capable of fulfilling the detailed technical and integration requirements of the Tomahawk Block IV OTL Flight Test. Given Raytheon’s exclusive knowledge and control over the Tomahawk missile’s configuration and system documentation, this effort ensures continuity and efficiency in performing these critical operational tests that support the Department of Defense’s mission readiness. The contract falls under NAICS code 336414 and is managed by contract specialist Jennifer A. Alvey.
