On November 12, 2025, the Los Angeles County Board of Supervisors authorized the acquisition of a 28,568-square-foot vacant lot at 1101 to 1157 Long Beach Boulevard in Downtown Long Beach, California, as part of the CEO-Homeless Initiative Land Bank Pilot Program established in June 2022 to combat displacement and promote affordable housing in rapidly gentrifying areas. The property, adjacent to the Metro A-Line light rail stop just 150 feet to the north, will be developed into a 90-foot-tall affordable housing community with up to 160 units, allowing a maximum floor area ratio of 5:1, and may include approximately 2,800 square feet of commercial space and a 3,000-square-foot community room or amenity area primarily for resident use. Minor landscaping and low-level security lighting will be included, with no subsurface parking anticipated; foundations may involve localized piles but will disturb relatively little earth. Construction is estimated to last 24 months, with the site already designated as a City of Long Beach Housing Element location, enabling by-right development under state law due to more than 20% of units being affordable to lower-income households. The project is being executed through a Purchase Sale Agreement and is exempt from certain environmental review requirements under CEQA due to its alignment with emergency housing provisions and the County’s Homeless Initiative, with mitigation measures required for air quality, greenhouse gas emissions, hazardous materials, noise, and construction waste. The property, previously occupied by mixed residential and commercial uses through 2020, is currently an unpaved, graded lot. The Chief Executive Office Real Estate Division is overseeing the acquisition and development, with Helena Dedic, Manager, serving as the primary point of contact. No federal procurement clauses, pricing data, or formal contract award mechanisms are included, as this is a municipal land acquisition and housing initiative governed by state and local regulations rather than federal acquisition standards. Environmental compliance is guided by CEQA, CARB and SCAQMD rules, CALGreen standards, and Long Beach zoning codes, with inspection and acceptance finalized through County Board oversight following public review. No bidding process, contractor selection criteria, or cost estimates are publicly detailed in available materials, indicating the project remains in a forecast and planning phase under the pilot program.

Full Description

On November 12, 2025, the Los Angeles County Board of Supervisors (Board), approved and authorized the Chief Executive Officer (CEO), or her designee, to execute a Purchase sale Agreement (PSA) for the 28,568-square-foot (0.65-acre) property located at 1101 to 1157 Long Beach Boulevard in the Downtown area of the City of Long Beach and to establish and approve an affordable housing project as discussed below. The Metro A-Line (formerly Blue line) light rail runs along Long Beach Boulevard adjacent to the site with a stop 150 feet to the north). The purchase is part of the CEO-HI (CEO-Homeless Initiative) Land Bank Pilot Program. The Board established the Pilot Program on June 14, 2022, to create new opportunities for affordable housing in areas experiencing and set to experience rapid gentrification and displacement. The project would include an approximately 90-foot-tall affordable housing development with up to 160 units, up to 5:1FAR and parking in accordance with code; the project could also include 2,800 square feet of community-serving commercial space and an approximately 3,000-square-foot community room and/or amenity space primarily to serve project residents. The property would include minor landscaping and low-level security lighting. The site is currently an unpaved graded vacant lot. (The site was previously occupied by a variety of residential and commercial uses through about 2020.) Subsurface parking is not anticipated. The proposed building foundation design and construction method have not been identified but could include localized foundation piles extending to some depth. However, the quantity of earth that would be disturbed is anticipated to be relatively minor. Construction is anticipated to take about 24 months. The project site is a City of Long Beach Housing Element site and thus with more than 20% of the units to be affordable to lower income households the development of housing would be by-right project in the City of Long Beach(Government Code Section 65583.2(i)).

Ax Sherwood Avenue Residential ProjectThe City of Los Altos is forecasting a residential redevelopment project at Sherwood Avenue that involves demolishing existing commercial and single-family structures to make way for seven new three-story townhouse buildings totaling 33 units, each equipped with a private garage and a maximum height of 36.5 feet. The project aims to capitalize on the State Density Bonus Law to secure a concession concerning the bedroom distribution for affordable housing units, while also seeking waivers from multiple development standards including commercial floor area limits, setbacks, building step-backs, articulation requirements, open space allocation, ground-floor design, window recesses, entrance orientation, loading provisions, and pedestrian-scaled entrance features. These waivers are intended to facilitate the proposed design and density while maintaining compatibility with the neighborhood context. The project is positioned as part of a broader effort to increase housing density and diversity in Los Altos, with a focus on mixed-use and transit-oriented development principles even though no commercial components are retained beyond the initial demolition. The primary point of contact is Brittany Whitehill, Senior Planner at the city, who can be reached via email or phone, with additional correspondence handled by Jia Li of Alpha Inbay. The project is publicly listed under CEQA Net with a posted date of August 7, 2026, and is expected to progress through environmental review and permitting processes typical for residential developments in California. The location is clearly defined as Los Altos, California, with a ZIP code of 94024, and no federal or state set-aside provisions are indicated for this municipal initiative.

The development will provide 20,031 square feet of residential floor area and meet a maximum Floor Area Ratio of 4.22:1, with a height limitation of 64 feet and eight inches. The building will include five ground-floor automobile parking spaces, two short-term and sixteen long-term bicycle parking spaces, and 2,561 square feet of open space distributed as 901 square feet of ground floor landscaping, a 1,160 square-foot roof deck, and a 500 square-foot recreation room. As an in-fill multifamily project, it qualifies for the Class 32 Categorical Exemption under environmental review. These adjustments are permitted under TOC incentives to promote density and affordability near transit corridors.
