The subject property is listed on the Countys Housing Element Sites Inventory with the development potential of 170 units for moderate-income, low-income, and very-low-income households. The project site is located in an HE-C, Housing Element Consistency zoning district. The applicant requests approval of an HE-C Development Plan permit to allow the construction of the Harbor Pointe at Discovery Bay multi-family residential rental project. The project proposes the construction of 170 residential units, a clubhouse, a maintenance building, and trash enclosures, and other residential improvements including landscaping, a dog park, picnic, and play areas. 168 residential units, consisting of a variety of one-, two-, and three-bedrooms, would be in seven, three-story buildings, each up to approximately 38 feet in height. These 168 residential units include 133 residential units that will be rented to lower-income households and 35 residential units that will be rented to very low-income households. Two (2) residential units are designated managers units and would be located in the two-story clubhouse building. The project would provide 305 off-street surface parking spaces, of which 114 would be covered by solar canopies (carports), and 73 long- and short-term bicycle parking spaces. Up to 40 trees would be removed for grading and construction. Grading would consist of approximately 4,500 cubic yards (CY) of cut and 3,000 CY of fill for a net 1,500 CY cut. Retaining walls, drainage, and utility extensions for water, sewer, electric, etc. are also proposed.
