12/519 Residential Perimeter Wall and Security Repairs

The US Embassy Lilongwe is soliciting a firm fixed price contract for the complete reconstruction of the perimeter wall at US Government property 12/519 in Lilongwe, Malawi. The scope of work includes the demolition of the existing boundary wall and the construction of a new reinforced concrete and blockwork wall featuring 600x200 reinforced strip concrete footings, 200x200mm reinforced concrete columns, and 200mm thick concrete hollow blocks. Key requirements include the installation of a temporary protective fence with razor wire prior to demolition, the application of plaster and paint to all surfaces, and the installation of a new razor wire security system along the wall crown. The contractor is also responsible for restoring disturbed landscaping with 50mm of black soil and repairing any impacted utilities. The project is anticipated to be valued between 25,000 and 100,000 dollars, with a total period of performance of 75 days. Award will be granted to the highest technically rated offeror with a fair and reasonable price, based on an evaluation of technical acceptability, key personnel experience, and the ability to provide performance bonds. Strict adherence to EM 385-1-1 safety standards is required, including the submission of a site-specific safety plan and Activity Hazard Analyses for approval by the Post Occupational Safety and Health Officer. Technical specifications mandate that backfill achieve at least 95 percent of the standard Proctor Maximum Dry Density, with compaction tests conducted at 30m intervals. Final payment is contingent upon the submission of proper close-out documents and the verification of satisfactory performance by the Contracting Officer's Representative.
