The work involves either minor or major repairs, with two mutually exclusive contract line items—CLIN 0001 for minor repair with a 28-day performance period and CLIN 0002 for major repair with a 42-day period—each requiring submission of pricing in Indonesian Rupiah. Quotations must include the completed SF-1442, Section A (Pricing), Section L (Representations and Certifications), proof of active SAM registration, Attachment 1 (Price Breakdown), and Volume II containing a bar chart performance schedule and technical/business proposal detailing experience, personnel, insurance, and compliance with local and U.S. requirements. Offerors must be registered in SAM.gov prior to submission, as failure to do so renders the proposal non-responsive. Performance occurs at the Jakarta site, with inspection and acceptance conducted on-site after all work meets specified quality standards, including adherence to the U.S. National Electrical Code, ANSI, and local regulations. Special requirements include submission of detailed personnel documentation for security screening, presence of an English-speaking supervisor, provision of payment security equal to 50% of the contract value, maintenance of Defense Base Act and general liability insurance with the U.S. Department of State named as additional insured, warranty obligations ranging from one to ten years depending on work type, and completion of as-built drawings. The Contractor must also be established in Indonesia or establish a local presence within 30 days of award, and all invoices must separately itemize Value Added Tax. No options, term extensions, or modifications are included, and the Contracting Officer retains the right to remove personnel deemed unqualified, incompetent, or objectionable.
