The United States Department of Agriculture’s Food and Nutrition Service, through its Office of Retailer Operations and Compliance, is seeking qualified vendors to provide non-personnel services in support of retailer investigations under the Supplemental Nutrition Assistance Program (SNAP). The solicitation, numbered 12319826R5000, is a combined synopsis and solicitation structured as a hybrid under FAR Parts 12 and 15, awarding two Firm-Fixed-Price (FFP) requirements contracts with an additional Cost-Reimbursement Contract Line Item Number (CLIN) for travel not to exceed $100,000 per period. The contract includes one twelve-month base period and four optional one-year periods, with a potential total performance duration of five years. Investigators must conduct investigative passes at retail stores identified in Requests for Investigation (RFI), entering all pass results into designated FNA systems within 24 hours and submitting case reports and corrections within strict deadlines of 12 and 7 calendar days respectively. Daily and monthly reports must be delivered in Excel format, with a 100 percent inspection method applied to critical deliverables, monitored daily by the Special Investigations Unit using the Quality Assurance Surveillance Plan (QASP). All work must adhere to operational, security, and reporting standards defined in the Performance Work Statement, with strict compliance required for protecting Sensitive But Unclassified (SBU) information and personally identifiable information (PII) in alignment with NIST, USDA, and FNA directives. The Government holds unlimited rights to all deliverables under FAR 52.227-14. Contractors must designate a Project Manager and Assistant Project Manager as Key Personnel with a minimum of five years’ investigative experience, five years of senior management experience, and two years managing a nationwide field staff, all holding a bachelor’s degree. These individuals must be available Monday through Friday, 9 a.m. to 4 p.m. Eastern Time, excluding Federal holidays, and any replacement requires five business days’ written notice. All personnel must undergo a NACI Tier 1 background investigation processed through USDA, and contractors must maintain a Quality Control Plan and conduct thorough quality reviews prior to submission of all deliverables.
