This Request for Information (RFI) seeks sources to provide a comprehensive public record data service solution for the Defense Counterintelligence and Security Agency (DCSA). The primary objective is to support DCSA's Personnel Vetting (PV) and Continuous Vetting (CV) missions by enabling automated record checks and delivering proactive, actionable alerts for a large enrolled population. The desired solution will be contractor-owned and operated, providing continuous access to a broad spectrum of data, including criminal, financial (both FCRA and non-FCRA), civil, and identity-related public records. The service must be capable of identifying and delivering notifications of derogatory information within 24 hours to support the identification of potential risks within the trusted federal and industrial workforce.


The solution must meet stringent operational and security requirements, including the ability for the system, data, and personnel to possess and maintain a SECRET security clearance. It must comply with federal data protection mandates such as the Privacy Act and FISMA, with all data encrypted in transit and at rest. A key technical requirement is the ability for seamless integration with the government's National Background Investigation Services (NBIS) platform, delivering data in a machine-readable format. Respondants to this RFI should provide product information for a proposed solution to the attached SOO as well as a Person of Contact to potentially be a part of Market Research. This information should be provided in a concise manner in no more than 5 pages. Respondants should include this RFI's Notice ID Number in their email response subject line. 


A Request for Proposal RFP is planned to be released as it relates to this requirement in the later part of 2026. The SOO included with this RFI is a draft version and likely to change.
