The Massachusetts Department of Elementary and Secondary Education (DESE) is seeking a vendor to provide temporary, as-needed investigative support to the Problem Resolution System Office (PRS). The selected vendor will supplement internal staffing by investigating state complaints from intake through resolution, which includes gathering and reviewing information to determine if schools or districts violated federal or state special education laws. The Defense Counterintelligence and Security Agency is seeking innovative solutions through a Request for Information to establish a contractor-owned and operated public records data service capable of supporting its Personnel Vetting and Continuous Vetting missions for approximately five million individuals. The required system must deliver continuous, 24/7/365 access to a comprehensive range of public record data—including criminal, civil, financial (both FCRA and non-FCRA), identity, and asset information—while automatically identifying and notifying the agency of derogatory information within 24 hours to enable timely risk mitigation. The solution must seamlessly integrate with the National Background Investigation Services platform using machine-readable formats and maintain all system components, data, and personnel at a SECRET security clearance level. Strict compliance with federal regulations is mandatory, including adherence to the Privacy Act and the Federal Information Security Management Act, with all data encrypted both in transit and at rest. All work must be conducted by U.S. persons, and the contractor must comply with DD Form 254 and the National Industrial Security Program Operating Manual. Advance notice of at least two weeks is required for any changes affecting data coverage or system performance, with three months' notice mandated for changes that impact downstream government systems. The previous iteration of this requirement was awarded solely to LexisNexis Special Services under Task Order HS002126FE018, and this RFI serves as market research ahead of a planned Request for Proposal expected in late 2026. Responses are limited to five pages and must include the Notice ID Number in the email subject line, submitted to the designated point of contact at the Defense Counterintelligence and Security Agency in Quantico, Virginia.

This Request for Information (RFI) seeks sources to provide a comprehensive public record data service solution for the Defense Counterintelligence and Security Agency (DCSA). The primary objective is to support DCSA's Personnel Vetting (PV) and Continuous Vetting (CV) missions by enabling automated record checks and delivering proactive, actionable alerts for a large enrolled population. The desired solution will be contractor-owned and operated, providing continuous access to a broad spectrum of data, including criminal, financial (both FCRA and non-FCRA), civil, and identity-related public records. The service must be capable of identifying and delivering notifications of derogatory information within 24 hours to support the identification of potential risks within the trusted federal and industrial workforce.

The solution must meet stringent operational and security requirements, including the ability for the system, data, and personnel to possess and maintain a SECRET security clearance. It must comply with federal data protection mandates such as the Privacy Act and FISMA, with all data encrypted in transit and at rest. A key technical requirement is the ability for seamless integration with the government's National Background Investigation Services (NBIS) platform, delivering data in a machine-readable format. Respondents should describe their capabilities in providing reliable data, timely alerts, robust program support, and their approach to meeting the specific data categories and entity resolution matching requirements outlined in the Statement of Objectives (SOO).

The previous contract action was a Sole Source Award to LexisNexis Special Services under Task Order: HS002126FE018.

Respondants to this RFI should provide product information for a proposed solution to the attached SOO as well as a Person of Contact to potentially be a part of Market Research. This information should be provided in a concise manner in no more than 5 pages. Respondants should include this RFI's Notice ID Number in their email response subject line.

A Request for Proposal RFP is planned to be released as it relates to this requirement in the later part of 2026. The SOO included with this RFI is a draft version and likely to change.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative to award prototype projects under Other Transaction Agreements (OTA) from June 23, 2026, through June 22, 2031. The program seeks creative partnerships to address critical mission challenges in four primary technical areas: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. The government will only accept proposals in response to specific Innovation Calls published via Sam.gov, such as Innovation Call 01 for Unified Application Access and Integration Prototypes. The selection process follows a three-phase approach: the evaluation of Solution Concept Papers, an optional phase for full project proposals or technical demonstrations, and a final phase of collaborative negotiation and award. Proposers must use the mandatory Solution Concept Paper Template, adhering to strict formatting and a six-page limit for technical sections. Eligibility for award requires compliance with 10 U.S.C. § 4022, active SAM registration with a Unique Entity Identifier, and registration in the Procurement Integrated Enterprise Environment (PIEE) for invoicing. Additionally, vendors must meet any security clearance requirements specified in the individual Innovation Call and address any potential organizational conflicts of interest. Successful completion of a prototype is determined by the government based on the fulfillment of technical goals, objective success metrics, or the achievement of operational utility that justifies a transition to production.
