Fingerprinting Services - Amended

The Defense Health Agency is soliciting a single firm fixed-price contract for fingerprinting services under NAICS code 561611, with a small business size standard of $25 million, through full and open competition. The contract will have a base period of twelve months and include four optional twelve-month periods, with the potential for an additional six-month extension under FAR 52.217-8. The contractor must provide end-to-end fingerprint collection and submission services across all 50 U.S. states, Guam, Puerto Rico, and the U.S. Virgin Islands, using DCSA-approved devices to capture Type-4 fingerprints consisting of 10 rolled impressions and plain impressions of the thumbs and four fingers. Services include electronic submission via the Secure Web Fingerprint Transmission system and physical submission via inked fingerprint cards shipped to designated DHA offices, with pricing covering both collection and shipping for hard copy submissions. The contractor must maintain a presence at all current and future collection sites, ensure 100 percent accuracy in label matching for mailed submissions, and comply with strict quality standards outlined in the Quality Assurance Surveillance Plan.
