Interested offerors shall read ALL attachments and follow the “INSTRUCTIONS TO OFFERORS(within the most-recent posting) under FAR 52.212-1 (SECTION 4.2) to:  submit questions properly via the attached (ATT. 3_…) file; and respond properly to this RFQ with its complete-quotation package.  Since all communication must be written, thus via email, to be considered, ATF will not entertain phone calls or voicemails.
