AI Contract Overview
The Naval Supply Systems Command Fleet Logistics Center San Diego plans to award a firm fixed price sole source contract to the San Diego Association of Governments for the annual renewal of the Automated Regional Justice Information System (ARJIS) and the eSUN Operational Fee. ARJIS, operating since 1990, provides essential unrestricted connections to the NCIS and CLETS information systems through the San Diego County Sheriff’s Department servers, serving law enforcement agencies across San Diego County and much of Southern California. This contract supports the Naval Consolidated Brig Miramar’s requirement to conduct background checks on inmates, visitors, contractors, and staff, which is critical for inmate processing, classification, and housing decisions based on access to criminal histories and warrant databases. The contract will be administered with payment via Wide Area Workflow, and service discontinuation can only occur under government direction. The performance period spans a base year starting October 1, 2026, through September 30, 2027, with four one-year option periods extending through September 30, 2031. Interested sources may submit capability statements by 1:30 PM PST on June 2, 2026, via email only, detailing their management, technical competence, cost information, and vendor authorization to provide these services. The government will use these submissions solely to determine whether to conduct a competitive procurement or proceed with the sole source award. This notice is not a solicitation, and no competitive quotes are requested. The contract is identified under NAICS code 561611, covering Investigation and Personal Background Check Services, with Brenna Bronder as the point of contact for submission and inquiries.

The subscription service will be paid for via Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 1 October 2026.
