The Naval Sea Systems Command (NAVSEA) plans to issue a sole source order under a Basic Ordering Agreement to Raytheon Company, Integrated Defense Systems, located in Portsmouth, Rhode Island, for technical support related to Jet Vane Control (JVC) maintenance training specifically for the Japanese Navy. Raytheon is the original designer, developer, and sole manufacturer of the Jet Vane Control unit, possessing unique technical expertise and engineering capabilities necessary to deliver this support effectively. This exclusive capability ensures that Raytheon is the only contractor able to perform the work cost-effectively while avoiding any disruptions to the Japanese Navy’s shipbuilding schedule. This procurement will be conducted in accordance with the authority granted under 10 U.S.C. 2304(c)(1), allowing a sole source award. The order under this agreement emphasizes sustaining critical naval assets by providing specialized training support essential for the maintenance of the Jet Vane Control systems employed by the Japanese Navy, reflecting both the strategic partnership between the U.S. and Japan and the need for continuity in operational readiness through leveraging the original equipment manufacturer’s expertise.
