The Naval Air Systems Command intends to award a contract modification to Raytheon Systems Company for the Low Rate Initial Production of Tactical Tomahawk Block IV missiles. Planned for award in the fourth quarter of fiscal year 2003, the scope of work encompasses the manufacture of All-Up-Round missiles and related hardware, alongside sustaining and recurring engineering, logistics, and the procurement of Range Safety Systems. Additional requirements include product verification, functional ground testing, the repair of government furnished equipment, and the refurbishment of containers and capsules. Raytheon Systems Company was selected as the sole source for this effort due to its position as the original developer and manufacturer of the system since 1994. Because the company possesses the exclusive configuration and manufacturing data necessary to meet Fleet requirements, the government determined that Raytheon is the only entity capable of completing the project within the required timeframe without duplicating costs.

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification for additional Tactical Tomahawk Low Rate Initial Production (LRIP) missiles. Contract award is planned for the fourth quarter fiscal year 2003. This requirement includes the hardware manufacture of All-Up-Round Tactical Tomahawk (Block IV) missiles and related equipment and services. The contract may include hardware manufacturing and testing; sustaining engineering; non-recurring and recurring engineering, logistics tasks, obsolescence, All-Up-Round components and the repair of Government Furnished Equipment, Special Tooling and Special Test Equipment; procurement of Range Safety Systems; Product Verification Testing and Functional Ground Testing; Guidance Test Sets and Spares, support, maintenance and repair; refurbishment of containers and capsules. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RSC has been the sole developer, designer, and manufacturer for the TWS. RSC solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile, and is the only source capable of meeting Fleet requirements. Because a detailed knowledge and expertise of the Tactical Tomahawk missile is required to conduct tasking under this contract, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.Note 22

The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements.
