156-27-055 Emergency Vehicle Upfitting – Ford F-150 K9 Units

The Virginia State Police is soliciting bids under Unsealed Invitation for Bid 156-27-055 for the upfitting of five Ford F-150 K9 units. The selected contractor will provide all labor, installation services, and incidental supplies, such as wiring, connectors, and fasteners, to install VSP-furnished equipment. All work must be performed in a professional manner according to manufacturer instructions and accepted emergency-vehicle installation practices, utilizing automotive-grade connectors. The contractor is required to have EVT certification and a secure facility located within a 30-mile radius of the VSP Headquarters in Richmond, Virginia. Deliveries are to be made FOB destination with a desired delivery timeframe of 30 calendar days after receipt of order. This solicitation is set aside with award priority for DSBSD-certified micro businesses or small businesses, including certified women-owned and minority-owned businesses. The contract will be awarded on a grand total basis to the lowest responsive and responsible bidder, provided the pricing is determined to be fair and reasonable. Bidders must submit their proposals electronically via the eVA portal by September 30, 2026, and must include the State Corporate Commission Form, Vendor Data Sheet, and a complete Pricing Schedule to avoid being deemed nonresponsive. The contractor assumes full financial responsibility for any VSP vehicles or equipment lost, stolen, or damaged while in their custody and must maintain insurance according to the general conditions of the contract.
