The Pennsylvania Department of Conservation and Natural Resources Bureau of Forestry is soliciting bids for a Salvage Overstory Removal timber stumpage sale on 190 acres located on Goodall Road in Shippen Township, Tioga County, Pennsylvania. The sale consists of FSC and SFI certified timber, including approximately 1,413.18 MBF of mostly Red Oak sawtimber and 317.74 HCF of mixed hardwood pulpwood. Specific sawtimber volumes include Red Oak, White Oak, Chestnut Oak, Red Maple, and Sweet Birch. All trees marked with yellow or red paint must be felled, while all conifers are reserved. Bids must be submitted electronically via Bid Express by 12:00 PM on November 18, 2026, and must include an electronically signed bid and a 10,000 dollar bid deposit. Acceptable deposit forms include certified, cashier, treasurer, or official checks, as well as bank, postal, or express money orders; personal checks and money orders are prohibited. The successful bidder must mail the physical deposit check to the Bureau of Forestry Silviculture Section in Harrisburg within five business days of the bid opening. Operational requirements mandate that on-site crew leaders possess a valid PA SFI Core Level Training card. Whole tree harvesting is prohibited, and tree length skidding is restricted unless approved by the district forester. The buyer must meet with the forester one week prior to starting operations and ensure that tops and slash are cleared within 10 feet of the sale boundary. All activities must comply with OSHA standards, USDA quarantines, and Title 16 Pennsylvania Code, Chapter 49, Contract Compliance Regulations.
