This solicitation, issued by the Department of Defense via Navsup Weapon Systems Support, is for the repair and modification of 19 units of NSN 7R-1680-016716624-YR under delivery terms FOB Origin. Because the item is flight critical and requires specific engineering source approval to maintain quality, the government is limiting solicitation to previously approved sources. The approved sources hold essential data rights and technical knowledge that are not economically available to the government, making their expertise vital for the acquisition and repair of the parts. Prospective bidders who are not currently approved must submit detailed information as specified in the NAVSUP WSS Source Approval Information Brochures along with their proposals to be considered for award. Failure to provide the required data or proof of a pending application will result in the offer being disqualified. The government has determined that FAR Part 12 policies for commercial items do not apply to this requirement, although interested parties may notify the contracting officer of their ability to provide a commercial alternative within 15 days of the notice.
