The Naval Sea Systems Command is conducting a sources-sought effort to identify interested and capable contractors for the potential procurement of one hydrographic survey vessel, approximately 13 to 15 meters in length, intended for the Kuwait Naval Force under a Foreign Military Sales arrangement. This vessel will be employed in conducting hydrographic and environmental surveys within Kuwait's territorial waters of the Persian Gulf, requiring a robust design capable of enduring extreme environmental conditions including high temperatures (air up to 57°C, water up to 40.5°C), high humidity, dust, sand, salt spray, and saltwater exposure. The aluminum-hulled craft must provide a minimum transit speed of 15 knots, a survey speed of 3 knots, and an operational range of 250 nautical miles, powered by twin MTU diesel engines with marine gear propellers. The design must also include sophisticated environmental control systems to maintain habitable interior conditions and comprehensive engine and access protections against the harsh marine environment. The vessel’s suite of equipment is to meet International Hydrographic Organization standards and includes advanced communication systems (military and commercial radios), navigation and radar systems integrated with a precision Differential GPS, and multiple hydrographic survey instruments such as multibeam echo-sounders, single beam sonar, sub-bottom profilers, side scan sonars, magnetometers, tide gauges, and sound velocity probes with associated PC workstations for data acquisition and processing. Contractors responding should provide a summary of their capabilities, experience, proposed crafting and integration plans, estimated pricing, and business classification. Responses are due by October 28, 2005, with submissions directed electronically or by mail to the Naval Sea Systems Command contact. This announcement serves purely as a market research inquiry and not as a solicitation or a promise of contract award.
