The Ship to Shore Connector (SSC) is a next-generation Air Cushion Vehicle designed to replace the existing Landing Craft, Air Cushion (LCAC) for the U.S. Navy, providing enhanced high-speed, over-the-horizon heavy lift capabilities to transport personnel, vehicles, and cargo, especially in support of the Marine Expeditionary Brigade. The SSC is engineered to operate across diverse environments including the well decks of U.S. Navy amphibious ships, beaches, ice, mud, marshes, and inland terrains, with the ability to carry approximately 74 short tons of cargo and climb a 5-degree beach gradient from a standstill. It aims to match or surpass the performance of LCACs undergoing service life extension programs, ensuring continued operational readiness and versatility for future missions. An Industry Day was scheduled on December 8, 2009, near the Washington Navy Yard to provide a detailed overview of the SSC program, including the Functional Baseline Design and the draft Technical Data Package (TDP). This event was targeted at shipyards, craft designers, system integrators, manufacturers, and other relevant industry stakeholders to encourage feedback and better understanding of the Navy's requirements. Participation required pre-registration by December 1, 2009, including submission of a Visit Request and a valid DD Form 2345 due to the event’s sensitive nature. The program invited industry input on the draft TDP through January 22, 2010, accessible via a secure SSC Industry Website after registration. The Navy indicated no acquisition or contractual decisions would be made during Industry Day, but emphasized monitoring federal acquisition platforms for updates. The contracting office overseeing the SSC program is the Naval Sea Systems Command located at the Washington Navy Yard.

USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside procurement, under NAICS code 336612, seeks to award up to four Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, and delivery of approximately 411 boats and associated purpose-built trailers. The scope includes comprehensive logistics support, technical documentation, and crew familiarization services. The anticipated ordering period spans ten years, consisting of a two-year base period and an eight-year option period. The acquisition utilizes a two-phase competitive process. In Phase I, the government evaluates written proposals based on mission effectiveness, production and management, and price, with non-price factors being significantly more important. Up to four awardees will each receive an initial delivery order to construct one demonstrator boat and trailer. Phase II consists of a 90-day in-water demonstration to evaluate performance, with the final best-value tradeoff resulting in the selection of a single IDIQ contractor for all subsequent production orders. Phase I proposals are due by 1400 Eastern Time on November 20, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.
