The Naval Sea Systems Command is seeking engineering, design, and analytical services from four key U.S. shipyards—Northrop Grumman Shipbuilding (Gulf Coast and Newport News) and General Dynamics (Electric Boat and Bath Iron Works)—to develop a technical architecture for the Next Generation Integrated Power Systems (NGIPS). NGIPS aims to deliver smaller, simpler, more affordable, and higher-capacity power systems for various Navy vessels, specifically destroyers, cruisers, aircraft carriers, and submarines, addressing the growing demand for power-dense solutions. The contract focuses on refining the NGIPS Technology Development Roadmap, identifying gaps in technology and modeling/design tools, and recognizing changes needed in shipyard processes to implement the NGIPS approach effectively. This effort is part of a broader initiative to enhance shipboard power systems by pinpointing critical requirements and resource prioritization to facilitate next-generation system integration. The contract solicitation is currently at the presolicitation stage with no formal solicitation available, and interested parties are encouraged to pursue subcontracting opportunities directly through the mentioned shipyards. The collaboration reflects a concerted push toward modernizing naval power infrastructure through concentrated expertise from major U.S. shipbuilding entities.

Full Description

The Naval Sea Systems Command intends to procure engineering, design, and analytical services for the development of a technical architecture for Next Generation Integrated Power Systems (NGIPS) from the four US shipyards that produce destroyers, cruisers, aircraft carriers, and submarines for the US Navy: Northrop Grumman Shipbuilding (Gulf Coast and Newport News) and General Dynamics (Electric Boat and Bath Iron Works). The addresses for the intended contractors are: Northrop Grumman Shipbuilding Gulf Coast, 1000 Access Road, Pascagoula, MS 39567; Northrop Grumman Shipbuilding Newport News, 4101 Washington Avenue, Newport News, VA 23607; General Dynamics Electric Boat, 75 Eastern Point Road, Groton, CT 06340-4989; and General Dynamics Bath Iron Works, 700 Washington Street, Bath, ME 04530. NGIPS is an enterprise approach to develop and provide smaller, simpler, more affordable, and more capable ship's power systems for Navy platforms that require power dense soluti! ons. The objectives include refinement of the NGIPS Technology Development Roadmap; identification of requirements and technology gaps that would need to be filled to enable NGIPS application on destroyers, cruisers, aircraft carriers, and submarines; identification of modeling and design tool gaps to prioritize resources for the development of those tools; and identification of shipyard processes that would need to be adjusted to implement the NGIPS philosophy. No solicitation is available. Firms interested in subcontracting opportunities should contact the identified shipyards directly. See Note 22.

ARTIFICIAL INTELLIGENCE AND NEXT GENERATION DISTRIBUTED COMMAND AND CONTROL
Solicitation # FA875023S7006
The Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site, is soliciting research and development for Artificial Intelligence and Next Generation Distributed Command and Control under BAA FA8750-23-S-7006. The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. The government may provide Government Furnished Software for specific technical areas, and all research must comply with National Industrial Security Program standards for the protection of classified information.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.
