The Department of the Navy's Space and Naval Warfare Systems Center Pacific plans to negotiate a sole source contract modification with L-3 Communications Titan Corporation under the current contract N66001-04-D-5005. This modification will extend the ordering period through January 31, 2009, without increasing the contract ceiling, while the Navy awaits the award of a competitive solicitation (N66001-08-R-0046) expected by the end of the second quarter of 2009. The sole source modification is justified under the authority allowing non-competitive awards when only one responsible source is capable of providing the required services, avoiding duplication of costs and time associated with developing technical capabilities with a different contractor. This sole source action is not a request for competitive proposals and the government retains discretion to decide against competition based on responses to this notice. The extension supports continued SATCOM test and evaluation and system engineering support. The competitive solicitation, currently in the approval phase, will be publicly announced through official channels including FedBizOpps and the SPAWAR e-commerce website. Any questions regarding the sole source modification can be directed to the designated point of contact at the Department of the Navy in San Diego, California.

This action will provide for an extension in the ordering period through 31JAN2009 to the existing contract with no increase in the established ceiling while awaiting award of competitive RFP # N66001-08-R-0046. Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
