Notice of Intent to Sole Source Award

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The U.S. Fish and Wildlife Service, Acquisition & Property Operations, Sabine National Wildlife Refuge announces its intention to award a firm fixed price sole source contract authorized under FAR Part 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT) of $350,000 to:
Lake Area Marine, Inc.

The North American Industry Classification System (NAICS) code for this requirement is 336612 Boat Building. The Government intends to sole source this requirement to Lake Area Marine, Inc., the only known authorized dealer in the region able to supply the specific Alweld hull and Tohatsu motor configuration required. The refuge¿s remote location limits access to authorized Alweld dealers. Lake Area Marine is the only dealer available within the operational region capable of supplying, servicing, and supporting the required configuration. The Alweld custom aluminum hull and Tohatsu outboard motor provide unique performance characteristics proven to withstand Sabine NWR¿s harsh combination of fresh and saltwater conditions. Alternative hulls and motors previously used have shown accelerated corrosion, structural failure, and reduced lifespan in these environments. Sabine NWR includes narrow, shallow, and restricted waterways with man made barriers that require a specific hull width, construction type, and draft profile. The Alweld design provided by Lake Area Marine is the only configuration known to safely navigate these conditions without posing a safety risk to personnel.
This notice is not a request for competitive quotes. However, interested parties that believe they can meet the Government¿s requirement may submit a capability statement that:
¿ Demonstrates authorization to sell the required Alweld configuration;
¿ Demonstrates ability to meet the specific operational, environmental, and dimensional requirements of Sabine NWR;
¿ Provides evidence of product equivalency capable of performing under the refuge¿s navigational and environmental constraints.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
