The United States Army Corps of Engineers, Memphis District, plans to issue a sole source contract to Schottel Inc. for proprietary transmission shaft and oil transport worm parts used in the Schottel Z-Drive systems on the motor vessel Dredge Hurley. These parts are unique to Schottel, the original manufacturer, and cannot be cross-referenced or matched with other manufacturers' components due to the internal part numbering system and the destruction of the original parts. The procurement will utilize Simplified Acquisition Procedures, and the notice is primarily for informational purposes with no solicitation being issued at this time. Potential suppliers interested in providing similar services or parts must respond in writing by the specified deadline with evidence of their capability to supply the required components. However, if no viable alternatives are presented, the contract will proceed as a sole source award to Schottel Inc. Communication regarding this procurement is directed to Valerie Marshall, Contract Specialist, with contact details provided for submission. The decision to forego competitive bidding remains at the discretion of the Government, emphasizing the proprietary nature of the parts and the mission-critical need for these specific components.

Full Description

The United States Army Corps of Engineers, Memphis District (USACE), Memphis, TN intends to issue a sole source award utilizing Simplified Acquisition Procedures to Schottel Inc. for power transmission shaft and oil transport worm parts to be used on the Schottel Z-Drives located on the motor vessel Dredge Hurley. The Dredge Hurley has a requirement for Schottel Z-Drive parts. These parts are proprietary to Schottel Inc. the manufacturer of the Z-drive units. The part numbers can't be cross referenced because they are internal part numbers. Without physically taking the transmission shaft and transport worm out, it is impossible to match them to another manufacturer's part. The old parts in the Z-drive unit were destroyed, so they are unable to be dimensioned at this time. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service/supply must respond in writing no later than March 31, 2013 @ 10:00 AM CST. Responses must be supported with clear and convincing evidence to clearly demonstrate ability to provide services/supplies outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made. Response to this award is to be sent to Contact person Valerie Marshall, Contract Specialist, Phone: +1 (555) 000-0000, Fax: +1 (555) 000-0000, e-mail: contact@example.gov. A determination by the Government not to open competition based responses to this notice is solely within the discretion of the Government.
